Annual Program Fee Update - July 15, 2026

You may be aware that in early 2025, the Blue Mountain Council Board created a policy that implemented a $50 council service fee for each youth member in the Council. This policy created a practice that the Chartering Organizations pay the fee for the number of active youth registered in their unit on December 1. This practice made it difficult for units as many of our Packs and Troops chose to collect those fees from families and it created a burden of time and responsibility on their volunteers that didn’t exist before. We were told by many of our families and unit volunteers that if there was a way to include the $50 fee on individual Scout registration renewals that it would make the yearly fee easier to manage. Good News! Scouting America has just made available to us the ability to add the $50 fee to online registration renewals, which almost every one of our Scouts does. Beginning on September 1, 2026, we will add the $50 Council Service Fee to individual online renewals. Chartering organizations and unit committees will no longer be responsible for collecting and paying that fee. Our hope is that this makes unit charter renewals easier and less time-consuming for our volunteers. If you have any questions, please email bmcinfo@scouting.org.
